Robert W. Lulley, Jr.

Robert W. Lulley, Jr. became came Executive Director after serving for 15 years as executive vice president of Wright Public Entity, NYSIR’s management company, which provides claims management, marketing, risk management and underwriting support to the reciprocal.

As the leader of Wright Public Entity, Lulley helped NYSIR successfully grow its subscriber and premium bases and add new coverages and services for member districts and BOCES. In his role as NYSIR executive director, he brings with him a wealth of experience and a daily working knowledge of the reciprocal and its personnel.

Lulley’s 30-year insurance career also has included stops at Aetna Life and Casualty and Capital Mutual Insurance before coming to Wright, where he began in sales. Over the years, he was promoted to chief underwriting officer and president of Wright’s Program Services Division.

Thomas “Tom” Austin
Assistant Executive Director

Thomas (Tom) Austin is the Assistant Executive Director of NYSIR. Prior to serving in an interim position as Acting Executive Director, he was NYSIR’s Assistant Executive Director for three years and was a member of the NYSIR Board of Governors for nine years. He enjoyed a 31-year career in educational administration, the last four years of which he served as superintendent of schools for the Walton Central School District.

From 1993 to 2008, Austin worked in educational administration at Oneonta City Schools, beginning as the business administrator and finishing his tenure as deputy superintendent. From 1984-1993 he served as business manager for Walton Central School, and earlier in his career he was treasurer of the Laurens Central District.

Austin earned a B.S. in Management Science from SUNY Geneseo and an M.B.A. from SUNY Binghamton. He furthered his education at SUNY Albany and Cortland, obtaining educational administration credits to become a certified school business administrator.

As part of the Walton community, where he has lived since 1986, Austin has supported various music organization.

Jim Hu
Chief Operating Officer

Jim Hu became Chief Operating Officer after serving as Acting Operations Officer for over a year. As a seasoned professional who possesses a detailed understanding of insurance operations, industry guidelines and best practices, Jim demonstrates resourcefulness and the ability to provide effective leadership, drive performance and productivity, and exercise independent judgment. As Chief Operations Officer, Jim oversees various NYSIR operations including accounting processing, office management and Corporate IT/Infrastructure initiatives.

With extensive experience and a proven history of success implementing technology and infrastructure to support insurance operations, Jim played an essential role in the success of NYSIR for nearly two decades before joining the team. As a member of the NYSIR management team, Jim facilitated the successful transition of the A/P, General Ledger, and Check Writing and Annual Statement systems. In his role as Acting Operations Officer, Jim negotiated the office lease and organized the office move. Presently Jim is leading the Core System Project Team in the implementation of a new Core system for NYSIR and its management company. The Core System implementation will change the ways NYSIR does business and streamline NYSIR underwriting, claims, and accounting processes in very positive ways.

Jim earned his undergraduate degree in China and his graduate degree from City College of New York

Andrea Daniel
Director of Finance and Accounting

Andrea Daniel is the Director of Finance and Accounting for NYSIR. She received her Bachelor’s Degree from York College and then completed a Post-Baccalaureate Certificate in Accounting from Hofstra University. Additionally, she has taken several CPCU courses to broaden her Insurance knowledge. Andrea came to NYSIR in 2015, from NYSIR’s Management Company, Wright Risk Management, where she worked from 2003-2014. Her primary responsibilities during that time were performing accounting duties for the NYSIR program, with additional accounting responsibilities for NYMIR, Worker’s Compensation and WRM America. Andrea works with the investment firm, auditors, actuaries, banks and various other external professionals to communicate NYSIR’s needs and to exchange financial information. Her breadth of experience, resourcefulness and attention to detail allow her to successfully manage the overall financial operations of the reciprocal and provide timely and accurate information to the NYSIR management team and Board of Governors, including analysis, budgeting and financial reports.

Lisa Morehouse
Secretary to the Board of Governors/Office Administrator

Lisa Morehouse is Secretary to the Board of Governors and Office Administrator for NYSIR and Scholar Associates, providing support to the Boards and Executives of both organizations. Lisa has been a professional administrator for more than 20 years, having worked in both the for-profit and non-profit sectors. Most recently, Lisa served as the Executive Assistant to the CEO of the American Red Cross on Long Island, supporting in a variety of critical ways during the immediate response to Superstorm Sandy. Her prior experience includes working with senior-level executives of several notable organizations, including the Avon Foundation for Women and United Parcel Service. Having earned a Bachelor’s Degree in English from SUNY Stony Brook and a Master of Arts in English from Hofstra University, Lisa brings a depth and breadth of knowledge and experience to NYSIR.

Krystel Allen
Administrative Staff Assistant

Krystel Allen is NYSIR’s administrative staff assistant. Originally from Trinidad and Tobago, she received her degree in Business Administration from Hunter Business School. Allen has considerable experience in the banking industry, where she began as a teller and worked her way up to positions supporting senior commercial lending executives. She is skilled in office management, administration, meeting planning and more. As part of her duties, Krystel works closely with NYSIR’s partner associations: the New York State Association of School Business Officials (NYSASBO), the New York State Council of School Superintendents (The Council), the New York State School Boards Association (NYSSBA) and others. She also oversees NYSIR’s scholarship program, works on subscriber events and assists with ongoing projects.
